Travel regulation for Hong Kong, China
Category of Passengers Allowed Entry
Effective 1 May 2022, non-Hong Kong residents (HKRs) who have been overseas (outside of China) 14 days prior to boarding for Hong Kong will be allowed entry, subject to the below boarding requirements:
- Show proof of recognised vaccination record;
- Provide proof of a negative result (of the COVID-19 PCR-based nucleic acid test within 48 hours of the scheduled departure (in English or Chinese, which includes documentary proof that the lab is ISO15189 accredited or Government recognised); and
- Confirmation of room reservation in a Designated Quarantine Hotel (DQH).
The below entry requirements still apply for entry into Hong Kong until 30 April 2022, 23:59 (HKT).
- Passengers travelling from other countries in the past fourteen (14) days may only enter Hong Kong if they are either a fully vaccinated Hong Kong resident or a fully vaccinated Foreign Domestic Helper with a valid employment visa and hold one of the following travel documents.
- Hong Kong Permanent Identity Card or Hong Kong Identity Card that:
- bears the “asterisk” or “A” or “R” codes
- bears the “C” code (provided that it is accompanied by a valid work visa or study visa)
- bears the “U” code (Note: this type of HKID is subject to approval from Hong Kong Immigration prior to acceptance at check-in)
- Hong Kong SAR passport
- Hong Kong Document of Identity
As part of the boarding requirements, eligible passengers will be required to:
- Show proof of recognised vaccination record;
- Provide proof of a negative result (of the COVID-19 PCR-based nucleic acid test within 48 hours of the scheduled departure (in English or Chinese, which includes documentary proof that the lab is ISO15189 accredited or Government recognised); and
- Confirmation of room reservation in a Designated Quarantine Hotel (DQH).
- For Foreign Domestic Helpers (FDH), a valid FDH employment visa must be presented.
- Hong Kong Permanent Identity Card or Hong Kong Identity Card that:
- The following passengers are exempt from the entry restrictions, provided they meet all other travel requirements:
- Diplomatic/official passport holders (subject to prevailing visa requirements)
- The spouse and children of Hong Kong residents
- Local government personnel performing official duties
- Personnel approved by the Hong Kong SAR government to carry out anti-epidemic work
- Passengers holding a new entry visa to work, study, establish or join in any business, or to take up residence in Hong Kong
- Non-Hong Kong residents will be denied entry.
- Effective 1 April 2022, transfer and transit services at Hong Kong International Airport will resume where the following requirements must be fulfilled:
- The itinerary is contained in a single booking;
- Passengers and baggage are checked in through to the final destination;
- Layover time during transfer/transit is within 24 hours;
- Passengers starting their journey from all overseas places and the Taiwan region are required to present a medical certificate indicating a negative PCR-based nucleic acid test for COVID-19 taken within 48 hours of the scheduled time of departure to Hong Kong. The document must include proof that the lab where the test is taken is ISO15189 accredited or Government recognised.
Transiting to destinations in the Chinese Mainland remains unavailable.
